What’s the difference between this proposal draft and the one that was submitted in November: [[Proposal 856][VOTING] Funding the first inscription COSS on Cosmos](https://forum.cosmos.network/t/proposal-856-voting-funding-the-first-inscription-coss-on-cosmos/12317) and was rejected by the community? I see it has the exact same wording.
