This is in some ways similar to proposal that @pupmos made here: A Formal Proposal for Enhancing Cosmos Hub Interchain Security Mechanism Design
It’s an interesting idea to explore and should definitely be considered. I find the crowdloan concept a nice touch that would help me get behind something like this a lot more.
