The Cosmos Hub recovery multisig has executed the mandate of Proposal 1058. It sent 1,227,121.22 ATOM over IBC to the Neutron recovery multisig, neutron1yr29fd7uzdjp2jsq8hrta8mvyd6ex7vumn0shy, in two transactions:
Both transfers have arrived, and the Neutron recovery multisig now holds the full 1,227,121.22 ATOM. Of the 1,227,121.37 ATOM the Hub multisig held, 0.02 ATOM went to transaction fees and a dust value of 0.14 ATOM remains in the Hub multisig.
Next, a Neutron governance proposal will authorize the Neutron multisig signers to return the recovered funds, this ATOM included, to the contracts they were taken from. We’ll share the link here once the proposal is live. Meanwhile, the affected protocols are working out how they will pay the funds out to their users.
Thank you to the Hub multisig signers, Nansen, Keplr, Enigma, Silknodes, Kiln and Polkachu, for executing quickly and carefully. Thanks also to everyone who voted on proposal 1058.

Huge thanks to everyone who participated in this recovery and return process. It was a massive effort across a huge number of stakeholders, and thanks to everyones’ responsiveness and care over $2m worth of ATOM was recovered! Thanks to:
- The multisig signers at Nansen, Keplr, Enigma, Silknodes, Kiln and Polkachu for agreeing to participate in and execute the recovery via the multisig
- The Validators for coordinating to halt and upgrade the chain
- Cosmos Hub governance, for acting quickly and decisively to approve the return of the funds to the recovery multisig
- Clemens and the Solva team, as well as the other Neutron contributors for facilitating the governance proposal and providing all of the necessary supporting data and information
- Rarma and GoldenRatio Staking for raising the alarm and supporting with onchain analysis
- And, of course, Cosmos Hub users and ATOM tokenholders for your patience and understanding while the chain was down
Pretty proud of how the community came together and rallied around this recovery effort.

Why are ATOM stakers not compensated for this messup?
Neutron proposal #10, “Neutron asset restitution: return the recovered funds to the original contracts,” was submitted and is now in the voting period. If it passes, the recovery multisig signers are authorized to return the recovered funds to the contracts they were taken from, and to send the NTRN from the attacker’s voting wallet to the community pool.
