Proposer Field not populated in abci.header

Tendermint header does not contain a proposer address field however abci header does but during conversion its not populated . When I do ctx.BlockHeader().Proposer its null . I see context has a WithProposer but its not used anywhere right now ?
Is there a way to get proposer address in cosmos app ?

What version of Tendermint? Proposer address was added to header in v0.24
