Remove x/globalfee

We should remove the global fee module. It is needlessly complex and it does not function as described.

Vote YES to remove x/globalfee
Vote NO to do nothing
Vote ABSTAIN to affect quorum
Vote NOWITHVETO to contribute to the veto threshold and the NO threshold. This proposal will fail and the deposit will be burned if this proposal is vetoed.

Note that if the Hub votes to add the Block SDK that implies removing the x/globalfee module as the functionality is superseded.

I assume that is noted somewhere in the prop, and I missed it?
