What % of aggregate validator revenue should be used to fund payments to users of x/forum

Cool thing is that the hub is programmable, so if community members feel that validators are overpaid, a tax on their revenue (not users staking rewards) can be put in place to fund users of the cosmos hub on chain forum.

Personally I’m not so sure about validators, except for the top few, really being overpaid, but I think that this is a very efficient way to reduce what is getting paid to validators and ensure that it ends up with users .

Of course validators will be welcome on the new forum, which will live on the cosmos Hub as a new Cosmos SDK module that is hosted in the mainline SDK.

Even I think that it might be possible to specifically tax validators who have outlier income as opposed to those hanging on at the bottom of the set. I think that this would rightly be considered controversial though, because the way that validator compensation currently works, they are thought to have earned that money and taxation itself is just another form of censorship. However, I suppose that could be a little off topic
