I would like to apologize in advance should the technical means to perform this is already in place.
Consider the scenario where an individual running multiple active nodes has managed to gain via marketing (or other means) enough collective voting power to prevent certain proposals and/or precommits from getting committed.
The proposal seeks to augment the Governance module to allow delegators the power to protect against indirect Sybil attacks and the chain from potential censorship fault.
For example, the means to protect against said attack vectors could be by allowing via governance the shashing/tombstoning of the (known by the community [hence governance vote]) additional/Byzantine node(s). This would force the individual to consolidate their VP to their main node exposing the issue to the community which in turn can act accordingly in the context of the protocol (i.e. via re-delegations etc.)
