Slashing many nodes at once

I’ve been browsing through the Gaia-8001 history of a number of validators and I started to notice that many of them I’ve looked at so far were slashed at 2018-09-29 04:13 UTC – Hubble does not specify why, but I am guessing that it was some sort of network event that caused numerous validators to not receive a block or blocks, so of course, signatures were not had and nodes got slashed. First off, does anyone have any idea if that is actually what happened? If so, and there is some sort of network issue that affects many nodes, is it appropriate to slash those nodes, as the implication is that it is outside of their control?

As far as I know, there are 3 reasons to be slashed.

  1. double signing
  2. no signing of 5000 blocks in 10000 blocks
  3. no vote on voting proposals

At 2018-09-29 04:13 UTC, “3” happened. no voting on gov.
There is no panelty at all when you miss several blocks.
You should miss at least 5000 blocks in 10000 blocks to be slashed.
